as I see it, the odds for most would remain unchanged really, as almost everyone who does apply would have their chances increasing at the same rate as mine... so no real increase, except the newbies or those who let a season slip by w/o applying get punished ever so slightly by the decreased odds. If you really want to make sure that the tags are distributed fairly & seen to be distributed fairly maybe it should be a once in a lifetime tag, including companion hunters. that way at least we would not see the same guys going year after year......but I can see how that might not be fair to them too. no easy fix with so many hunters seeking so few tags.
Now for a hi-jack....what ever became of the 4 additional tags mentioned as fund raisers for the federation.....did i dream that ?

how would that work....I suck at math...but I don't see any formula that would give someone a license at the end of 10 years.

345 tags multiplied by 3 (this includes companion hunters) divided into 10,000. This is really rough math, because there might be a drop in the number of applicants. Also if you were drawn and had to wait five years, the odds go up even faster.

i can see the math... but not all hunters will bring along companion hunters, and more hunters currently favor applying for one zone far more than the others ( I think anyways ), so the chances of being drawn, or included in a hunt, would still be more like 15-20 years...but thats better than never, and a few of us would have been drawn by now if that were in place 15-20 years ago. insisting on companion hunters, then including them as successful applicants would help spread the luck a bit, and requiring the companion hunter to have entered the draw ( most do anyways , but..) would limit the hunt to those that have applied thru the system.

As is the system may not allow someone the chance to ever hunt a moose in Nova Scotia. Maybe the time after being drawn of not being able to apply should also be extended some which would increase the odds of those NOT drawn a bit more. IMO it is a "Hunt of a Lifetime" I'd be happy to be drawn once at least.
